PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater, issued by DEQ, under the authority of the State Water Control Board

APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Mr. Timothy Newton – Environmental Services Director, VA Dept. of Corrections, 6900 Atmore Drive, Richmond, VA 23225, VA0066460.

FACILITY NAME AND LOCATION: Buckingham Correctional Center WWTP, 1349 Correctional Center Road, Route 20 North, Buckingham County, VA 23936 (near Dillwyn, VA)

PROJECT DESCRIPTION: The Virginia Department of Corrections has applied for reissuance of a permit for the DOC – Buckingham Correctional Center Waste Water Treatment Plant. The applicant proposes to release treated municipal sewage wastewaters at a rate of 0.3 Million Gallons per Day into a water body. Biosolids from the treatment process will be land applied on adjacent DOC owned land. The facility proposes to release the treated sewage into Turpin Creek in Buckingham County in the Middle James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: organic matter, solids, nutrients, dissolved oxygen, pH, bacteria, copper, and hardness.

HOW TO COMMENT: DEQ accepts comments by e-mail, fax or postal mail. All comments must be in writing and be received by DEQ during the comment period. Written comments must include: 1) The names, mailing addresses and telephone numbers of the person commenting and of all people represented by the citizen. 2) If a public hearing is requested, the reason for holding a hearing, including associated concerns. 3) A brief, informal statement regarding the extent of the interest of the person commenting, including how the operation of the facility or activity affects the citizen. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit. The public may review the draft permit and application at the DEQ office named below.
