PROJECT DESCRIPTION: Nutri-Blend, Inc. has applied for the modification of an existing permit for the land application of biosolids to 150 additional fields in Cumberland County, Virginia, totaling approximately 1,602 acres of farmland. Two fields are owned by Roger & Evelyn Hatcher, eleven fields are owned by Lee Amos, thirteen fields are owned by L. P. Cooks, three fields are owned by James W. Ayers, six fields are owned by Joan & Allen Blakely, five fields are owned by Harold Collins, six fields are owned by Nellie & S.B. Cox, twelve fields are owned by Robert E. Fyock, one field is owned by Mary Francis Hazelgrove Allen, two fields are owned by Mary Cox Hearn, four fields are owned by Mary Hearns, one field is owned by E. P Lancaster, Inc., eight fields are owned by Woodfin Ligon, nine fields are owned by M. Boggs, six fields are owned by Richard B. & Patricia S. Norman, 1 field is owned by William Norman, twenty-two fields are owned by William and Stephanie Osl, three fields are owned by Michael and Laura Rice, one field is owned by Mack Robinson, eleven fields are owned by Mary Robinson, three fields are owned by Thomas C. and Janice Stanley, nine fields are owned by C. J. and Teresa Stuart, two fields are owned by Charles T. Stimpson, Jr., and four fields are owned by Robert E. Taylor.

The biosolids will be land applied as a fertilizer at a controlled rate in accordance with a nutrient management plan that will be developed for each site. The applicant proposes to utilize biosolids on farmland without a discharge to surface waters.

HOW TO COMMENT: DEQ accepts comments and requests for a public hearing by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the name, mailing address and telephone number of the person commenting and of all persons represented by the commenter. If a public hearing is requested, the requester must include: (1) the reason why a hearing is requested, and (2) a brief, informal and factual statement describing the extent of the interest of the requester or of persons represented by the requester in the permit, including an explanation of how and to what extent such interest would be directly and adversely affected by the proposed permit. Where possible, the requester of a public hearing should also reference specific terms and conditions of the permit, together with suggested changes to these items that the requester considers necessary in order to allow the permit to meet the intent and requirements of Water Control Law. A public hearing may be held, including another comment period, if public response is significant based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the proposed permit. The public may review the draft permit and application at the DEQ office named below by appointment or may request copies of the document from the contact listed below.
