Editor, The Herald:

A Rose of any other name is still a rose.

During this session of the Virginia General Assembly, under the leadership of Republican Governor Bob McDonald, a transportation bill was passed with the price tag of four billion dollars; three billion of this is to be borrowed.

Is this the kind of thing that Republicans in Washington DC are condemning?

Is this stimulus or investment?

I am not advocating for or against this measure, but I would like to hear from someone who is smarter than I am to explain the difference. And is the next administration going to be blamed for putting the state in debt. Is a stimulus by any other name a rose?
